Mr. Becerra introduced the following bill; which was referred to the
Committee on Education and the Workforce

A BILL
To amend the 21st Century Community Learning Centers Act to include
public libraries.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be sited as the ``Reading Enrichment After-School
Development Act''.
SEC. 2. AMENDMENTS TO 21ST CENTURY COMMUNITY LEARNING CENTERS ACT.
(a) Findings.--Section 10902 of the Elementary and Secondary
Education Act of 1965 (20 U.S.C. 8242) is amended--
(1) by striking paragraph (1) and inserting the following:
``(1) local public schools and public libraries often serve
as centers for the delivery of education and human resources
for all members of a community;'';
(2) in paragraph (2)--
(A) by inserting ``and public libraries'' after
``public schools''; and
(B) by inserting ``and libraries'' after ``such
schools'';
(3) by striking paragraph (3) and inserting the following:
``(3) by using public libraries, school facilities,
equipment, and resources, communities can promote a more
efficient use of such public facilities, especially in rural
and inner city areas where limited financial resources have
enhanced the necessity for local public schools and public
libraries to become social service program and resource
centers;''; and
(4) in paragraph (4), by inserting ``and public libraries''
after ``public schools''.
(b) Program Authorization.--Section 10903(a) of the Elementary and
Secondary Education Act of 1965 (20 U.S.C. 8243) is amended to read as
follows:
``(a) Grants by the Secretary.--The Secretary is authorized, in
accordance with the provisions of this part, to award grants to rural
and inner-city public elementary or secondary schools, partnerships
between a public school and public library, or consortia of such
schools and libraries, to enable such schools, partnerships, or
consortia to plan, implement, or to expand projects that benefit the
educational, health, social service, cultural, and recreational needs
of a rural or inner-city community.''.
(c) Application Required.--Section 10904(a) of the Elementary and
Secondary Education Act of 1965 (20 U.S.C. 8244) is amended--
(1) by inserting ``, partnership between a public school
and public library,'' after school the first place it appears;
and
(2) in paragraphs (1) and (3), by inserting ``,
partnership,'' after school each place it appears.
(d) Uses of Funds.--Section 10905 of the Elementary and Secondary
Education Act of 1965 (20 U.S.C. 8245) is amended--
(1) in paragraph (8), by inserting ``, including how to
evaluate information on the Internet'' before the period; and
(2) by adding at the end the following new paragraphs:
``(14) Preschool literary programs.
``(15) Reading enhancement programs for young people.''.
(e) Definition.--Section 10906 of the Elementary and Secondary
Education Act of 1965 (20 U.S.C. 8244) is amended--
(1) by inserting ``or a public library'' after
``building'';
(2) in paragraph (1), by inserting ``and services'' after
``programs''; and
(3) in paragraph (2), by inserting ``, a partnership
between a public school and public library, or consortia,''
after ``agency''.
(f) Authorization of Appropriations.--Section 10907 of the
Elementary and Secondary Education Act of 1965 (20 U.S.C. 8247) is
amended to read as follows:
``SEC. 10907. AUTHORIZATION OF APPROPRIATIONS.
``There are authorized to be appropriated such sums as may be
necessary for each of fiscal years 2002 through 2006 to carry out this
part.''.
