   Mr. Crowley (for himself, Mr. Johnson of Illinois, Mr. Towns, Mr. 
  Rangel, Mr. Ramstad, and Mr. Kolbe) introduced the following bill; 
which was referred to the Committee on Ways and Means, and in addition 
      to the Committee on Energy and Commerce, for a period to be 
subsequently determined by the Speaker, in each case for consideration 
  of such provisions as fall within the jurisdiction of the committee 
                               concerned

                                 A BILL


 
      To extend the Medicare community nursing organization (CNO) 
                         demonstration project.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. EXTENSION OF MEDICARE COMMUNITY NURSING ORGANIZATION (CNO) 
              DEMONSTRATION PROJECT.

    (a) In General.--Section 532(b)(2) of the Medicare, Medicaid, and 
SCHIP Balanced Budget Refinement Act of 1999 (113 Stat. 1501A-388), as 
enacted into law by section 1000(a)(6) of Public Law 106-113, and as 
amended by section 632(a) of the Medicare, Medicaid, and SCHIP Benefits 
Improvement and Protection Act of 2000 (114 Stat. 2763A-566), as 
enacted into law by section 1(a)(6) of Public Law 106-554, is amended--
            (1) in the matter preceding subparagraph (A)--
                    (A) in the heading, by striking ``december 2001'' 
                and inserting ``december 2002''; and
                    (B) by striking ``15-month'' and inserting ``27-
                month'';
            (2) in subparagraph (A)--
                    (A) by striking ``and'' at the end of clause (i);
                    (B) by striking the period at the end of clause 
                (ii) and inserting ``; and''; and
                    (C) by adding at the end the following new clause:
                            ``(iii) 2002 shall be the capitation rate 
                        determined under clause (ii), increased by the 
                        national per capita Medicare+Choice growth 
                        percentage for 2002 determined under section 
                        1853(d)(6) of the Social Security Act (42 
                        U.S.C. 1395w-23(d)(6)).'';
            (3) in subparagraph (B)(i)--
                    (A) by striking ``and'' at the end of subclause 
                (I); and
                    (B) by adding at the end the following new 
                subclause:
                                    ``(III) 2002 shall be the fee 
                                determined under subclause (II), 
                                increased by the national per capita 
                                Medicare+Choice growth percentage for 
                                2002 determined under such section 
                                1853(d)(6); and''; and
            (4) in subparagraph (D), by striking ``15-month'' and 
        inserting ``27-month''.
    (b) Effective Date.--The amendments made by subsection (a) shall 
take effect as if included in the enactment of section 632 of the 
Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act 
of 2000 (114 Stat. 2763A-566).
