Christensen) introduced the following bill; which was referred to the
Committee on Armed Services

A BILL
To require the Secretary of Defense to establish at least one Weapons
of Mass Destruction Civil Support Team in each State and at least one
such team under the direction of the National Guard Bureau.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. ESTABLISHMENT OF AT LEAST ONE WEAPONS OF MASS DESTRUCTION
CIVIL SUPPORT TEAM IN EACH STATE.
(a) Requirement.--The Secretary of Defense shall establish at least
one Weapons of Mass Destruction Civil Support Team in each State, plus
an additional team under the direction of the National Guard Bureau.
(b) Definitions.--For purposes of this section:
(1) The term ``Weapons of Mass Destruction Civil Support
Team'' means a team of members of the reserve components of the
armed forces that is established under section 12310(c) of
title 10, United States Code, in support of emergency
preparedness programs to prepare for or to respond to any
emergency involving the use of a weapon of mass destruction.
(2) The term ``State'' includes the District of Columbia,
Puerto Rico, the Virgin Islands, and Guam.
(c) Deadline for Implementation.--The Secretary of Defense shall
ensure that subsection (a) is fully implemented not later than
September 30, 2003.
