A BILL
To amend the Federal Election Campaign Act of 1971 to prohibit the use
of soft money to influence any campaign for election for Federal
office.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. BAN ON USE OF SOFT MONEY IN FEDERAL ELECTIONS.
(a) In General.--Title III of the Federal Election Campaign Act of
1971 (2 U.S.C. 431 et seq.) is amended by adding at the end the
following new section:
``ban on use of non-federal funds to influence elections
``Sec. 323. Notwithstanding any other provision of this title, no
person may expend any funds for the purpose of influencing any campaign
for election for Federal office unless the funds are subject to the
limitations, prohibitions, and reporting requirements applicable to
contributions and expenditures under this Act.''.
(b) Effective Date.--The amendment made by subsection (a) shall
apply with respect to elections occurring after January 2001.
