A BILL
To respond to the economic disaster threatening certain farmers and
communities resulting from the Federal Government's denial of
irrigation water for the Klamath Irrigation Project in the States of
Oregon and California.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Klamath Basin Economic Disaster
Relief Act of 2001''.
SEC. 2. EMERGENCY RESPONSE TO DENIAL OF IRRIGATION WATER FOR KLAMATH
IRRIGATION PROJECT.
(a) Relief Program.--The Secretary of Agriculture shall carry out
an economic relief program related to the Klamath Irrigation Project in
the States of Oregon and California to provide direct compensation for
employment, crop, livestock, and land-value losses directly related to
the denial of irrigation water for the Klamath Irrigation Project. The
Secretary shall base the program on the proposal of the Klamath Water
Users Association entitled ``Current Market Analysis and Economic
Impact Report'' and dated May 22, 2001.
(b) Authorization of Appropriations.--There is authorized to be
appropriated to the Secretary such sums as may be necessary to carry
out the relief program.
