A BILL
To modify the benefits provided under the NAFTA Transitional Adjustment
Assistance Program.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. MODIFICATIONS OF NAFTA TRANSITIONAL ADJUSTMENT ASSISTANCE
PROGRAM.
(a) Extension of Program.--Section 285(c)(2)(A) of the Trade Act of
1974 (19 U.S.C. 2771 note) is amended by striking ``2001'' and
inserting ``2006''.
(b) Training and Trade Readjustment Allowances.--Section 250(d) of
the Trade Act of 1974 (19 U.S.C. 2331(d)) is amended by striking
paragraphs (2) and (3) and inserting the following:
``(2) Training described in section 236, except that the
total amount of payments for training under this subchapter
shall not exceed $60,000,000 for any fiscal year.
``(3) Trade adjustment reallowances described in sections
231 through 234, except that--
``(A) subject to subparagraph (C), in applying
section 233(a)(2), `130' shall be substituted for
`104';
``(B) subject to subparagraph (C), in applying
section 233(a)(3), `52' shall be substituted for `26'
each place it appears; and
``(C) in order to assist an adversely affected
worker who has limited English proficiency to complete
training approved for the worker, or to assist an
adversely affected worker to complete a program of
remedial education described in section 236(a)(5)(D)--
``(i) in applying section 233(a)(2), `182'
shall be substituted for `104'; and
``(ii) in applying section 233(a)(3), `104'
shall be substituted for `26' each place it
appears.''.
SEC. 2. EFFECTIVE DATE.
The amendments made by section 1 shall apply with respect to an
individual receiving trade readjustment allowances pursuant to
subchapter D of chapter 2 of title II of the Trade Act of 1974 (19
U.S.C. 2331) on or after the date of the enactment of this Act.
