A BILL
To amend title 32, United States Code, to remove the limitation on the
use of defense funds for the National Guard civilian youth
opportunities program, to lessen the matching funds requirements under
the program, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. NATIONAL GUARD YOUTH CHALLENGE PROGRAM.
(a) Repeal of Limitation on Federal Expenditures.--Subsection
(b)(2)(A) of section 509 of title 32, United States Code, is amended by
striking ``, except that'' and all that follows through
``$62,500,000''.
(b) Matching Funds.--Subsection (d) of such section is amended by
striking ``may not exceed--'' and all that follows through the end of
paragraph (4) and inserting ``for fiscal year 2002 and each subsequent
fiscal year may not exceed 75 percent of the costs of operating the
State program during that fiscal year.''.
(c) Repeal of Contingent Funding for JROTC.--(1) Section 2033 of
title 10, United States Code, is repealed.
(2) the table of sections at the beginning of chapter 102 of such
title is amended by striking the item relating to section 2033.
