 To make permanent the tax benefits enacted by the Economic Growth and 
                 Tax Relief Reconciliation Act of 2001.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. TAX BENEFITS ENACTED BY ECONOMIC GROWTH AND TAX RELIEF 
              RECONCILIATION ACT OF 2001 MADE PERMANENT.

    The Economic Growth and Tax Relief Reconciliation Act of 2001 is 
amended by striking title IX (relating to sunset of provisions of Act).
