Mr. Gonzalez introduced the following bill; which was referred to the
Committee on Armed Services, and in addition to the Committees on the
Judiciary, and Government Reform, for a period to be subsequently
determined by the Speaker, in each case for consideration of such
provisions as fall within the jurisdiction of the committee concerned

A BILL
To amend title 10, United States Code, to give certain rights to
Department of Defense employees with respect to actions or
determinations under Office of Management and Budget Circular A-76.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. RIGHTS OF DEPARTMENT OF DEFENSE EMPLOYEES WITH RESPECT TO
ACTIONS OR DETERMINATIONS UNDER OMB CIRCULAR A-76.
Section 2467 of title 10, United States Code, is amended--
(1) in the heading, by inserting ``; appeal rights'' after
``employees''; and
(2) in subsection (b)--
(A) in the heading, by inserting ``; Appeal
Rights'' after ``Employees''; and
(B) by adding at the end of paragraph (2)(A) the
following: ``Such an organization shall be considered
to be an interested party under subchapter V of chapter
35 of title 31 and section 1491(b) of title 28 for
purposes of any action or determination under Office of
Management and Budget Circular A-76, and shall have all
the rights provided to such an interested party in
connection with such an action or determination.''.
