the following bill; which was referred to the Committee on Armed

A BILL
To advance the current timetable for the elimination of out-of-pocket
housing costs for members of the uniformed services entitled to the
basic allowance for housing for military housing areas inside the
United States.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. EXPEDITED ELIMINATION OF MEMBERS' OUT-OF-POCKET HOUSING
COSTS.
Section 603(b) of the National Defense Authorization Act for Fiscal
Year 1998 (Public Law 105-85; 37 U.S.C. 403 note), as amended by
section 605(e) of the Floyd D. Spence National Defense Authorization
Act for Fiscal Year 2001 (as enacted by Public Law 106-398; 114 Stat.
1654A-148), is further amended--
(1) in the first sentence, by striking ``of not more than
eight years'' and inserting ``not to extend beyond September
30, 2003''; and
(2) by adding at the end the following new sentence:
``Under the transition plan, the Secretary shall ensure that
out-of-pocket housing costs for members of the uniformed
services entitled to the basic allowance for housing for
military housing areas inside the United States do not exceed
7.5 percent of housing costs by the end of fiscal year 2002.''.
