One Hundred Third Congress

United States of America
AT THE FIRST SESSION
Begun and held at the City of Washington on Tuesday,
the fifth day of January, one thousand nine hundred and ninety-three
Concurrent Resolution
Whereas the United States Constitution, in Article I, section 5,
provides that ``Each House shall be the Judge of the Elections,
Returns and Qualifications of its own Members'' and that ``Each House
may . . . punish its Members for disorderly Behaviour, and, with the
Concurrence of two thirds, expel a Member'';
Whereas the Senate has sought faithfully to exercise these
constitutional requirements of self-discipline through its more than
two-hundred-year history;
Whereas the Senate, beginning in 1885, has periodically published
compilations of its election, expulsion, and censure cases for the
guidance of members and the American people; and
Whereas the most recent edition is now twenty years out of date: Now,
therefore, be it
Resolved by the Senate (the House of Representatives concurring),
That there shall be printed as a Senate document, the book entitled
``Senate Election, Expulsion, and Censure Cases'' prepared by the Senate
Historical Office under the supervision of the Secretary of the Senate.
Sec. 2. Such document shall include illustrations, and shall be in
such style, form, manner, and binding as directed by the Joint Committee
on Printing after consultation with the Secretary of the Senate.
Sec. 3. In addition to the usual number, there shall be printed for
the use of the Senate, to be allocated as determined by the Secretary of
the Senate, the lesser of--
(1) 3,000 copies of the document; or
(2) such number of copies of the document as does not exceed a
total production and printing cost of $28,657.
