Pulaski was a pale, bloodless copy of McCoy, not a clone. They had her parrot all of his annoying traits (distrust of technology and transporters, for example) but worst was her constant digs at Data for the crime of not being human. Granted it was supposed to be a copy of the McCoy/Spock dynamic, but with McCoy and Spock even when they sniped at each other there was an undercurrent of friendship and genuine respect.
