First off, FC is the best of TNG movies.  Every part of that movie was
based on previous TNG/trek Canon.  B&B really didn't have much to add.

With Enterprise, it appeared that B&B knew they needed to have another
hit so they kept shooting from the hip as far as how they would run
enterprise.  The first and second season was about this time traveler
and this supposed war, then they drop the war issue and come up with a
season story arc bassed on the Xindi, when they see this isn't working
well, they deside to do 2 to 3 episode arcs.  They were desparate to
get a hit and it showed.  They also NEVER had a clear idea of what
Enterprise should be.  To me it was like their first idea was, hey,
George Lucus is doing a prequel of Star Wars, we can do a prequel of
Trek based on the founding of the federation, then they work only on
each episode and not the series.
