The original Borg in TNG had Battlecubes that could outmatch dozens of
starships.  Every time the Borg were trotted out on Vger they got
weaker, dumber and more pathetic (The Bored Queen would have been a
more appropriate villain for the old Adam West "Batman" series).  By
the end of the series a jumped-up shuttlecraft could fly right into the
heart of the Collective, rescue Seven and fly right back out again.

Harmony (ref. "Buffy") was at least as smart as the Bored Queen, had
far more effective minions and far superior fashion sense.

Which would make Braga the Roddenberry of his time.  Gene came up with
some great ideas, but "Written by Gene Roddenberry" was almost never a
good sign.
