What did the others do?  Apparently, *NOT* cut funding for flood recovery 
by 44% and divert the funds into a foreign war rapidly becomong more 
unpopular than Vietnam.

Maybe the poorblack people live downstairs and the richwhite people live 
upstairs?  (BTW, in debates involving race, blacks are always 'poor' and 
whites are always 'rich' so wht don't we just merge the words together?)
