Hmm... maybe try SDL?  http://www.libsdl.org/index.php
  
If you insist on writing for DOS only, you will probably have to boot
from a fresh DOS boot disk, not from Win XP.

If it still doesn't work, you might have to program the Radeon
directly in assembly language.  Visit comp.lang.asm.x86 for help.
