I know my bbs doesn't really care if it has a pvt bit or not. It goes from the front-end (which does care) to the bbs to user. So that's not a big issue to most software. I know I believe spitfire required it but don't recall any other bbs packages doing it. Its a clear security level issue/bbs misconfiguration rather than Jam or the default software of RA. ....
