Hello all!

The traffic for this echo to be carried by one of the backbones (Z1B) fell 
below their minimum level (2 msgs) in December (we had 0 msgs). To correct this 
requires 5 messages in a month during one of the next 5 months. This happens to 
be the third message for January.
