@Goalkeeper I used to very rarely see a nigger in my town. About 3 years ago I noticed I'd pass them driving about once a day. Within 3 months Home Depot had everything behind cages, the Dollar General shuttered and they started the addition to the county court house.

@teto went to a local spring fair recently during the day. A lot of old niggers were there for a free senior pancake breakfast. I had no idea there was that many in 15 miles. Then there was the 2 sheboons taking their kid on the merry-go-round. Standing 50ft away, over the music and mechanical sounds, even on the opposite side of it I could hear the one clamoring on taking selfies. I hate niggers, and every day I see more and more and more and things keep getting worse. I noticed them driving thru town, within a month Home Depot had to put everything valuable behind a cage.

Usually you have the governing Public Utility commission setting the limits on what they can charge. Last I heard the scam was after the substation attack in about 2011 in southern California. Everyone had to increase security on big subs so it was a bonanza for a lot of people and that section of the bill thats vaguely worded itemization gets bigger.
