In this age of news publications being increasingly horny for attribution, remember that nation state level entities have very baroque and complicated ways of covering their tracks. For example, in the mid 2000s intelligence groups would use Japanese IP addresses with Chinese computers and Arabic keyboards to write malware so that they would be hard to pinpoint. Don't trust breathless attribution unless you really know and trust the source.
