In the TRS-80 version, the following commands will get you the vial:

Assuming you're outside your office,
GO CAB To get in the cab
TALK To talk to the driver. He'll ask where you want to go.
CROWLEY MANOR Tell him where. Now you'll be travelling through London.
LOOK DRIVER "There is a vial sitting next to him." The vial appears.
GET VIAL

One hint for this game: if you're having trouble moving from place
to place, try GO x, CLIMB, CLIMB IN x, etc. The interpreter here
recognizes all sorts of "special inputs" in specific situations, so
if a verb doesn't work in one place, that doesn't mean it won't work
elsewhere. ("CROWLEY MANOR" is a good example; it only works as above.)
