 It's not a bug or an oversight -- it's a secret casino.  Easy enough to
find, if you're diligent, and it doesn't hurt to know the 19th century
term for a speakeasy ("blind tiger"). 

 I thought the reason for the casino was so that, by playing faro and 
save/restoring, you could (somewhat unrealistically) amass enough dimes 
to buy the vendor's goods.  But fair enough; I guess all that my gambling's 
bought me is a hell of a lot of "el" rides ...
