SPAG doesn't have a Web address (yet -- it's on the way).

It and a similar magazine (XYZZYnews) are archived at the primary ftp 
site for the rec.*.int-fiction newsgroups, which is ftp.gmd.de.

ftp.gmd.de also contains a whole pile of development systems.  The most 
frequently discussed on this newsgroup are TADS and Inform.  There are  a 
great many, each varying in their suitability, portability, and various 
other things.  Someone around here is reported to be developing a FAQ 
outlining the development systems' abilities.
