That site was most likely ftp.gmd.de, or one of its mirrors.

There is a FAQ for this newsgroup, oh and other couple you'd be more
interested in. Here, let me explain:

There's rec.games.int-fiction. This is for the game PLAYERS, lost
adventurers, and the like.

Then, there's rec.arts.int-fiction. This is mostly for the game authors
who discuss issues relating to game design, using the languages, and
what-not.

"The" official site for both newsgroups is ftp.gmd.de in the directory
named if-archive. There's mirrors at ftp.wustl.edu in
doc/misc/if-archive, and somewhere else, too.

I maintain a relatively easy-to-use WWW page that allows you to access
the files from ftp.gmd.de. You can pull up a list of all the
directories, pick one to go to, and download one of the files right from
the page. It is at
http://www.undergrad.math.uwaterloo.ca/~svanegmo/if-index.html

Sorry, I can't make the URL any shorter. :)

In the if-archive, either via Web or FTP, there's directories ("info"?)
where you can get the r.a.i-f and r.g.i-f FAQs, as well a text file
comparing the two "primary" adventure authoring systems, TADS and
Inform. You may wish to experiment with some of the other ones that are
available.
