Yes, there should be a tape in the game, and unfortunately, no, you can't
play w/o the audio.  See, the tape is of the President's speech (or something
like that), and if you listen closely, you're supposed to be able to hear
Morse Code in the background.  I don't have my copy of the game anymore,
so I can't recall what it says, but I do remember needing it to finish.
