DirectX is Microsoft's bells-and-whistles multimedia layer encompassing
different-though-sometimes-related technologies for sound, music, 2D
graphics, 3D graphics, game controllers, etc.  DirectSound is the basic
sound portion of it.

The latest version of DirectX is at http://www.microsoft.com/directx.

On a Win95 machine I used to occasionally reinstall DirectX whenever I'd run
out of other potential solutions, but I have no strong recollection as to
how much or if it helped.
