TeX certainly wasn't commissioned by them; Knuth designed and wrote it
because he was fed up with the typesetting on Volumes I-III of _The Art of
Computer Programming_ and felt he could do a better job himself for Volume
IV.

A quick Googling turns up http://www.tug.org/whatis.html which may be of
interest.  Perhaps a lot of the work done on TeX after Knuth's presentation
to the AMS was published as papers, proceedings etc. of the AMS.
