One reason there is so much cash available is the relatively large bonuses and salaries being paid to conscripts who volunteer to fertilize Ukrainian soil and the Russian Central Bank printing money to pay for it. However, because of Russia's centralized banking system, almost all of that money was converted into national debt to pay for the war, mortgages, or business loans to gap companies losing money in the hyperinflated economy. There is no possible way for the Central Bank to pay back all of this debt without the continued devaluation of the ruble which is already worth 50% less than it was a year ago.
