Is the Secret Service Incompetent? [1]

Incompetence on the part of the Secret Service, FBI, CIA, and other police agencies. They should have had an officer on top of every building. The police sniper team had two gunmen and no spotter. They should have been able to take out the shooter. A Secret Service Agent should have been standing next to Trump to block the shots.
