Article II, Section 4 of the Constitution states: "The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors." It states clearly the President can be removed from “Office” by impeachment. This seems to indicate that the President is an officer of the government, if they can be removed from “Office.” Article 2, Section 1 of the Constitution states:“The executive power shall be vested in a President of the United States of America. He shall hold his office during the term of four years…” Again it directly states that the President holds “office” in the government, which supports the President is an ‘officer’ of the government. So, Section 3 of the 14th Amendment does seem to apply to the President, since other parts of the Constitution says the President holds “Office,” implying he must be an officer of the government.
