They did it to maintain compatibility with older software.  Productivity
software should now use "Productivity" mode, hence the name.  The
quirkiness of a flicker-fixer can be quite cumbersome for some people
who need to use the system every day - the screen updates are a bit
shakey for some to deal with at an 8-hour sitting.  Productivity gets
around that problem.

To get over 600 horizontal raster lines, even IBM computers need a
special display card (incidently, they need a special card to do over
200 lines, but that's not the point here).  Do you know how much a
typical card that supports over 600 horizontal lines costs?  It has to
have over 1 meg of memory installed on it.  That puts it up out of reach
of some of us.
