No, Apple did not "waste" ROM space on it.  (As of yet, System 7 isn't
part of the Apple ROMs)

Balloon Help is useful when you're poking about an application -
y'know, the usual exploring-without-opening-the-docs, or when you look
at something and say to yourself, "What the heck is that?"  Just point
at the thing, and your Mac tells you what it is.

It's great for first time users, too.

For an experienced user in an evironment they're familiar with, it's
useless.  That's why you can turn it -off-.

Most of the RTFM-type questions that have been asked about System 7 in
the c.s.m.* groups were easily answerable with Balloon Help.  And they
were asked by folks who, just like you, turned it off as the very
first thing.
