What video board are you using?  There are numerous reports from 
the Windows installation world of problems caused by video boards
which confuse the automatic configuration features of the setup
program.  You might want to make a note of what brand and model
card you've got and then call Microsoft.  I've never seen installations
fail in this manner but your problem sounds similar to what I've heard
from Microsoft.
