I downloded it... and it is pretty cute.

Essentailly it has varying levels of detail for the ENTIRE world shoved into
several files.  It only has the outlines that I can see.. but I myself could
not use the topmost file (the most detailed) because it is bigger than a meg!
(on a one meg machine with only 880K drives.. this can be a problemo).

WHen I ran it for those levels.. it only produced the outlines of countries and
such.. and on higher levels of detail it would include islands and such too.  I
do not know exactly how far it can go.  Supposedly it is from the CIA so its
detail should be rather nice... but it certainly isn't made as a roadmap!
