Wish I could be telling you the answer to this problem, but I have the
same phenomenon.  It just doesn't happen with WP 5.1; at other random
times I have the same problem, both in and out of windows.  I have
investigated windows, QEMM, himem.sys, clean system, etc., and just
about have concluded that there is some problem with the FD controller
part of my IDE controller.  What brand is yours?  Mine is an ADP-60.
