I need to know the parameters that can be set using the control packets used
for the handshake at the start of a TCP connection.  Van Jacobson's 
extensions allow a window shift to be sent in the handshake, but I need
to know if actual window sizes can be sent.  Basically, I open a TCP connection
with a specified window size and need to know if the other side of 
the TCP connection will use the same window size.
