It's unpublished, but you can get an idea of it if you look at the source
to my INTRFC program (INTRFC61.ZIP for TP 6.0), which is available on
simtel20 and on garbo.uwasa.fi.  

The TPU format is not very stable, so don't write
anything that relies on it:  there were substantial changes from TP 4.0 to 5.0,
and from 5.0 to 5.5, and minor changes from TP 5.5 to TP 6.0.  Interestingly
enough, TP for Windows uses the same format as TP 6.0.  (INTRFC61 doesn't 
quite get it right though, because some flags in TPW were never used in
TP 6.0; I'll soon be releasing an update.)
