  Steve Tibbett's BBX has long had 'Usenet' capabilities. (For what
their worth to a dialup person who has only an hour a day) 
  It also has Fidonet utilities care of Gregory Kritsch's modified
juliet.library that access Steve's message base library. Something
very similar could be written for RFC1036 format. (In fact, I think
Greg may be nearly finished)
  I believe that several people have also added 'usenet' capabilities
via AREXX.
