I think your problem lies in the way Windows defaults works. 

If the lines "load=" and "run=" contain nothing, Windows defaults to 
PROGMAN.EXE and processes it according to the value of the MinOnUse 
setting. However, if any of those lines (load= & run=) DO contain anything,
windows just loads or runs those apps and DOES NOT do anything with progman.exe
and hence, the MinOnUse does not play a role. In order to, run progman, you 
need to explicitly specify progman.exe alongwith whatever other app you use.
