I too have encountered several problems with systems that require
different partitions for paging, /tmp, user files, etc. - one of the
nice things about the Apollo Domain/OS is that there are no partitions
(unless you want there to be partitions) so we can run programs that
have a very large address space, programs that want >500MB scratch disk
space (or both) without headaches for users or sysadmins.
I agree that it is desirable that the option exist for those who want to
use it (it is a quick way to ensure programs don't go wild and fill
your whole disk, and the system probably boots faster).
