I don't know of a public domain one, but I believe that the Yorktown APL
Translator (YAT), written at IBM by Driscoll and Orth (and a few
other lending a hand), has been passed on for public sale by some
group outside IBM. A call to Don Orth or Graham Driscoll at T.J. Watson
Labs in Yorktown might determine whether this is truth or rumour. I heard
from a usually reliable source.      

YAT converts APL\360 code to Fortran (can you say DO LOOP?).

It sure ain't gonna be free.
