Has anyone converted these bitmaps to splines using something such as
Adobe's Streamline package? The advantage is that PostScript file will
be VERY small and can also easily be scaled (note that it will not necessarily
scale well to small sizes without care - but it should work reasonably
well).

[For example the NSF logo with a minature globe, the letters for
"National Science Foundation" and the people holding hands around the
globe turns into about 900 lines (20K bytes) of PostScript. This is
one of the busiest logos I know of.]
