 This is not a news problem - it is a mail problem.

 Have you checked the permissions on /news/lib/uurec ?

 Have you tested /news/lib/uurec  directly as a command.  Ideally it should
be possible for any user to execute a programmatic mailer, but at the very
minimum to handle mail originating externally it must be executable
by daemon.
