B News rewrote headers extensively, although I'm not sure that it matches
the symptoms you give.  C News, as a matter of fervently held religious
belief, does **NOT** rewrite headers (except for Path and Xref, which any
news system must alter).  We've seen too much grief caused by well-meant
header rewriting.
