JDR Microdevices lists a NS16550 for $14.95 in quantity one.  I'm sure
other places sell it--it was the first catalog I grabbed.  The two
small chips are probably 1488 and 1489 RS-232 drivers.  They are very
cheap and are available at Radio Shack.
