Dynamic IP addressing allows computers which do not have permanent IP
addresses to get one temporarily.  Various software/hardware packages
support this capability or take advantage of it.  The gatorbox has the
ability to assign IP numbers from a pre-specified range.  NCSA Telnet
(or other TCP-based products) will query for a number and be assigned
one.
