I use a DECstation running DECwindows, but have the problem that I can't
use C-S for anything, as it's intercepted and I have to type C-Q to
unfreeze things. This is a bit of a nuisance, as I need C-S in
EMACS.

Is there a simple way of disabling flow control as the default behavior
(or from within the session)? None of the customization options I could
see addressed this.
