I just finished installing xntp on my system, and was trying to
use ntpdate to sync my system clock with one of the primary or
secondary time servers found in clock.txt.  I continually get
the message 'no server suitable for synchronization found'.

The following message also appears in clock.txt:
"The contact person should always be notified upon establishment of
regular operations with servers listed as open access."

Should I e-mail the contact person to ask permission to use their
server, and is this the reason I am getting the error message?
