Self is not public domain... but David Ungar and the guys from
Stanford have been making it availible via ftp from otis.stanford.edu
on a free license basis.  A license needs to be filled out and
physically mailed is in the pub directory, as is the user manual,
contributed code, and papers.

Version 1.1 (current) still is distributed in a binary only form
for Sun-3s and Sun-4s.  The virtual machine will be made availible
sometime soon on a rather limited basis to (exclusively?) educational
institutions.
