All that needs to be done to allow root access via TELNET is
change /etc/ttys (`node_data/etc/ttys) to look like this:

ttyp1   none                    dumb    off     secure
ttyp2   none                    dumb    off     secure

ttyp5   none                    dumb    off     secure
ttyp6   none                    dumb    off     secure
ttyp7   none                    dumb    off     secure
ttyp8   none                    dumb    off     secure
ttyp9   none                    dumb    off     secure
ttypa   none                    dumb    off     secure
ttypb   none                    dumb    off     secure
ttypc   none                    dumb    off     secure
ttypd   none                    dumb    off     secure

This will allow the root access you wish.
